Please note, I want to do the process manually and don't want to use tools like the HP USB format tool or anything like that, because they'll invariably place the partition To solve the problem I wrote two scripts used by "USB Safely Remove" these prevent the computer from hibernating while an external drive is plugged in, and now I have had I'm using a desktop PC, Windows 7, with a SATA drive. Other then that, you can remove the HDD and attach it either internally to a Desktop computer, or via a USB Adapter, or put it into a USB Enclosure or Dock.
Remember, all of my personal information is already in a place where it can be recovered so there is not a risk of losing data when performing this. Now even I tried to hit Ctrl+alt+del any number of times, it shows no response. And to make matters worse, a disk read error might not actually mean there's a problem with the hard drive itself! For other people having this problem who's using a desktop, with a "clean" check disk, try removing your internal drive, then putting it back again.
