It still didn't work and I understand that this is because I cancelled out of DCPromo. After downloading this software from your website the problem was solved! took my user credentials with it as well so had to redo that. I set up DNS on the master domain controller or "Schema Master" as it is called in Server 2K3.

Thx for that microsoft tip! Any help would be appreicated? I ran DCPROMO and then when it came time to test for DNS, it failed. Our DNS is supplied by the county so all the schools near us use the same DNS ip (the server is in the city next to us about 25 miles away).
